Charles Franklin Milburn, 79, of Charles Town, WV passed away Monday, February 27, 2023 at Canterbury Center in Shepherdstown, WV.

Born May 13, 1943 in Kearneysville, WV, he was the son of the late Paul Milburn and Della Welch Milburn.

He was a member and pastor of the Middleway Pentecostal Church.

He is survived by two children, Daytona Kelican and Kevin Kelican II, step-children, Sandra Bond and husband, Jerry, Brenda Chapman and husband, Bucky , Douglas "Dickie" Kelican and Terry Kelican and wife, Ann, 10 grandchildren, 14 great-grandchildren, 12 great-great grandchildren and sisters, Linda Housden and Katherine Combs and husband, Vernon.

In addition to his parents, he is preceded in death by his wife, Dora Mae Milburn, brothers, Paul Milburn, Jr., James Lee Milburn and Allen Milburn, sisters, Shirley Robinson, Mary Lou Chrisman , step-son, Kevin Kelican, I, step-grandson, Stevie Chapman and great-great granddaughter, Salem Alvarez.

Services will be held at 11:00 am on Friday, March 3, 2023 at Eackles-Spencer & Norton Funeral Home, 256 Halltown Road, Harpers Ferry, WV.

Interment will follow in Fairview Cemetery in Bolivar, WV.

The family will receive friends on Thursday, March 2, 2023 at the funeral home from 6-8 pm.
