Jerry Oliver Phelps, 80, of Charles Town, WV and formerly of Frederick, MD, passed away on Tuesday, August 11, 2026.

Jerry was born on December 9, 1945 in Myersville, MD, to the late Oliver and Jeanette Phelps.

Jerry grew up on the family farm next to Gambrill State Park. After graduating high school, he served in the US Army. While stationed in Germany he was a cook and that is where his passion in culinary grew. He then became a General Contractor and designed many homes over the years. Jerry also had a love for gardening and created arrangements out of the flowers he planted.

He is survived by his son, J. Keith Phelps and wife, Crystal, two grandchildren, Tori Shaw and husband, Lawrence and Logan Phelps, his great granddaughters, Collette and Scarlett Shaw, sister, Janice Knight, brother, Jon Phelps and wife, Janie, his sister-in-law, Trish Phelps and brother-in-law, Ronald Korrell.

In addition to his parents, he was preceded in death by his cherished wife, Lisa Phelps, one brother, James Phelps and one sister, Joyce Korrell.

A memorial service will be held at 11:00 am on Wednesday, August 19, 2026 at Rion Hall Farm, 1850 William Wilson Parkway, Harpers Ferry, WV
