Obituary

Phyllis Margaret Carter, 82, of Harpers Ferry, WV passed away Tuesday, October 7, 2025 at Jefferson Medical Center in Ranson, WV.

Born September 15, 1943 in Haymarket, VA, she was the daughter of the late Emmit Blankenship and Lula Tracy Blankenship.

She was of the Pentecostal faith.

Phyllis was employed with Loudoun County Schools as a sub driver and head cook, where she retired with over 13 years of service. She loved raising her family and caring for their dinner table. Above all she loved serving God and being faithful in her church.

She is survived by her loving husband, James, at home, two sons, James Otis Carter, Jr. and wife, Roxanne of Harpers Ferry, WV, Thomas Welby Carter and wife, Rose of Martinsburg, seven grandchildren, 12 great-grandchildren, two sisters, Shirley Schooley and Sandra Carter and husband, Robert, one brother, Eugene Blankenship and wife, Rosie and numerous nieces, nephews and cousins.

In addition to her parents, she was preceded in death by one daughter, Kathy Strickler, one brother, Edward Blankenship and one son-in-law, Lee Strickler, Jr.

Services will be held at 11:00 am on Thursday, October 9, 2025 at Mission Tabernacle Holiness Church, 446 Mission Road, Harpers Ferry, WV with Reverend C.J. Carter officiating. Interment will follow in Hillsboro Cemetery in Hillsboro, VA.

The family will receive friends at the church on Wednesday, October 8, 2025 from 6-8 pm.
