Rachel Newlin Sipe, 63, of Charles Town, West Virginia passed away Tuesday, January 18, 2022 at her home.

Born August 23, 1958 in Bluemont, Virginia, she was the daughter of the late Burchell Wiley and Madeline McDonald Wiley.

She was of Christian faith.

Rachel is survived by her two sons, Jeffrey Carter and wife Denise of Charles Town, Jason Newlin and wife Mary of Inwood; six grandchildren, Dillon, Brianna, Dustin, Lane, Colin and Kaylee; two great-grandchildren, Gavin and Bryson; one sister, Diana Chandler-Turner and numerous nieces, nephews, cousins and extended family.

In addition to her parents, she is preceded in death by her beloved husband, Bruce Newlin; one brother, Randy Chandler and infant sister, Margie.

She was a member of Jackson-Perks post 71 American Legion Auxiliary in Charles Town, WV. She was totally devoted to her family and friends, and was always looking forward to her next trip to the beach.

Services will be held Thursday, January 27, 2022 at 11:00am at Eackles-Spencer & Norton Funeral Home, 256 Halltown Road, Harpers Ferry, WV, with Dr. Henry Christie officiating. Interment will follow at Shenandoah Memorial Park in Winchester, VA. A luncheon will be held at the Charles Town VFW following the interment.

The family will receive friends Wednesday, January 26, 2022 from 6-8pm at the funeral home.
